invited to apply for the above post of Child Protection Officer, Gender
Based Violence (GBV), with UNICEF Somalia, Central South Zone Programme
to be based in Mogadishu.
If successful, you will be part of a dynamic and passionate team in
Somalia and Nairobi that works together to improve the health,
nutrition, water, sanitation, hygiene, and basic education of Somali
girls and boys and protect them from violence, exploitation and abuse.
The successful candidate will be offered a Fixed Term appointment for
a period of 1 Year. Further extensions will be based on organizational
needs, availability of funds and satisfactory performance.
Purpose of the Post
Accountable for professional technical contribution to project design,
planning, administration, monitoring and evaluation of Child Protection
programme/project activities, data analysis and progress reporting, and
commitment for enhancement of teamwork and capacity building, in support
of achievement of planned objectives of the work plan, aligned with
country programme goals and strategy.
Addressing GBV, particularly sexual violence, in emergencies are a
core commitment for children. Child Protection Commitment 5
(Programming) underscores the importance of addressing violence,
exploitation and abuse of children and women, including GBV, from both a
prevention and response perspective.
Child Protection Commitment 6 (Programming) underscores the
importance of ensuring that psychosocial support is provided to children
and their caregivers, and that all child protection programmes
integrate psychosocial support in their work, in line with the IASC
MHPSS guidelines. In addition to addressing GBV from a program
perspective Child Protection Commitment 1 (Coordination) recognizes the
importance of both CP and GBV coordination.
This commitment aims to ensure that effective leadership is
established for both the child protection and GBV areas of
responsibility, with links to other cluster/sector coordination
mechanisms on critical inter-sectoral issues. UNICEF Somalia chairs the
CP Working Groups, and provides technical assistance to the GBV Working
Groups.
Major duties and responsibilities:
1. Programme/Project Management
Ensure the availability of accurate, complete and up-to-date information
required for effective gender-based violence programme and project
design, implementation, management, monitoring and evaluation. Draft
sound gender-based violence programme budgets for review by the
supervisor; and provide support for the sharing of information with
relevant partners.
Follow up and emphasize on the Social Norms and Community-based Care
programme in Mogadishu, focusing on implementation, lessons learnt, and
best practices. Assist in providing advisory services for all GBV
interventions in South Central Zone. Provide technical assistance on
programming on prevention of and response to GBV (development /revision
of proposal/PCAs submitted by partners).
Support on-going advocacy efforts related to prevention and response
to GBV, particularly sexual violence. Initiate areas for advocacy
purposes including target audiences to prevent and respond to GBV. Work
with UNICEF divisions such as WASH, Health, Education, Nutrition, etc.,
to ensure that GBV prevention and response is adequately addressed as a
cross-cutting issue and is suitably integrated into their programmes.
2. Project Efficiency and Effectiveness
Enhance project efficiency and effectiveness through implementation
follow-on activities with various partners, including monitoring UNICEF
inputs, local conditions and resources, flow of supply and non-supply
assistance and gender-based violence project status.
Assist in developing/revising monitoring and evaluation tools for
UNICEF’s GBV interventions. Carry out extensive field-based monitoring
of GBV programme interventions using UNICEF developed tools and
standards to all geographical areas where UNICEF’s GBV programme
interventions take place.
3. Work Plan and Project Documentation
Analyze collected data and information, through using the Child
Protection Information Management System, and prepare progress reports;
draft changes in gender-based violence project work plans and assist in
identification of required supplies and equipment as well as in the
drafting of Country Programme Recommendation and other project
documentation, assuring accuracy and consistency with established rules,
regulations and plans of action, and provide support for consultation
with partners as required on planning and implementation of Country
Programme activities.
Assist in developing and finalizing strategic frameworks for UNICEF
Somalia’s gender-based violence interventions in South Central Zone.
4. Knowledge Sharing
Compile gender-based violence project implementation training and
orientation materials to promote knowledge sharing with donors, media
and all other stakeholders.
5. Project Implementation Information and Data
Ensure the appropriateness of financial, administrative and supply
documentation; verify that gender-based violence project expenditures
are within allotments and that data is consistent with the project
information and database (Vision). Follow up on queries including with
and by partners or initiate corrective action on discrepancies. Support
maintenance of the Child Protection Information Management System for
monitoring gender-based violence and gender/sex aggregated data
6. Communication and Networking
Ensure the effective communication and networking developed and maintained through partnership and collaboration.
Qualifications and experience:
University degree in the social work, child psychology, social sciences, or law.
Two years of relevant professional work experience. Background/familiarity with Emergency
Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset
Demonstrated ability to work in a multi-cultural environment and
establish harmonious and effective working relationships both within and
outside the organization.
Background/familiarity with Emergency
Computer skills, including internet navigation and various office applications.
Fluency in English and Somali language (written and oral) is required.
